Capital One Never Really Closes Your Account

Beware. I closed my account after many problems with Capital One on November 07. An error in paying my phone bill online triggered a debit payment resulting in this charge being applied to my now closed CapOne card. I had destroyed my card and never entered account number to pay my phone bill. How did CapOne get charged? If a credit card company closes your account it should be deleted from their data base. Cap One is not closing an account it just remains "inactive". I can't get rid of these people. There should be a law regulating this.
